Background
Recycling small quantities of llighting and electronic waste has always been a challenge. Many smaller generators just don't accumulate enough waste at any one time or have the storage means to make recycling efficient.

Why recycle
Recycling reduces the potential for future liability as most lighting waste is regulated by the Federal Resource Conservation and Recovery Act (RCRA), and Toxic Substances Control Act (TSCA), the Superfund liability laws and the Universal Waste Rule.
Requirements of regulations require that hazardous waste must be properly identified, stored, transported, treated and disposed of and that generators are financially responsible for cleaning up the efforts of improper disposal.
The Universal Waste Rule is designed to promote and simplify the proper management and recycling of certain lighting wastes.
